Yeah, so am I. Now, having established my rabid desire to find this book, lets get down to brass tacks and see if we can come up with any other clues.
Do you remember exactly when you read it--was it before or after Y2K?
Was it YA or Adult or chapter or picture?
Was it a series or a single book?
Do you have any memories of the cover?
where did you find the book? Library, grocers, book store?
Did you have the feeling that it was fairly "mainstream" or was it more for those who are into fantasy/sci fi?

Sorry as I was a kid it all a bit blurry but it was more than a decade back that's for sure.
Form what I can remember it was a young adult book with Victorian themes. To my childhood self it seemed to be a decent sized novel, it was definitely not just a picture book. We purchased it from a local bookstore. The mouse detective was also a watchmaker on the side I think. Actually now that I think about it may have been the other way around, his primary occupation was a watch maker.
It was a mainstream book.
There were 3 to 4 books in the series.

It was a series about a mouse detective living in a world devoid of humans. They had established their own civilization, after the collapse of an Egyptian like Cat civilization who had enslaved them.
The mouse city was ruled over by a council of aristocrats.(view spoiler)[ Cats had become a distant myth and this was encouraged by the ruling class. But in actual fact the most prominent family in the city had enriched themselves by plundering the wealth from the ruins of an ancient cat city.
