I would suggest listing him as both Michael R.A. Chance and M.R.A. Chance

but not MRA (without punctuation):

I guess using either Michael R.A. Chance or M.R.A. Chance would be enough, probably the latter if that is more common in use.

Well, someone typing in M.R.A. Chance will come up empty-handed, though not if they type it without the periods.

Anyway, much obliged for the merge!

Technically that should be Michael R.A. Chance, with no spaces between the middle initials.
