Librarians are appointed on an "as needed" basis. Approval depends on languages needed and the reasons you gave in your original application. Processing can take some time, and not everyone is approved. Sorry not to be more helpful!

I didn't get a reply when I first applied. I applied again and I got accepted. It depends how busy they are/if they actually need librarians.

i tried to apply again and the system didnt allow me to do that..it says a already have applied

When an application is in the system, you cannot apply again. If you don't hear from anyone soon, I would suggest giving it a month or two before re-applying. In the meantime, you can make additions to the catalogue and show your interest by requesting changes you don't have permission to do - this can also help your application too.
