YES! I've been searching for the name of this same book for ages. Thanks to OP and bookel for helping me find it. I must have been mashing some of the story with another picture book from my childhood, but I recognize that cover.
When one of the girls goes away to summer camp, the other girl get's very lonely. Meanwhile, the dog of another neighbor has puppies. When the girl comes home from camp, he gives them one of the puppies and builds a dog house between their houses.
