So this short, wordy picture book had vivid colors and was kind of a reversal on the "Frog prince" story. A witch in goggles swims up to a prince in a swamp and they try to turn him back into a frog. He can't remember the right words, so they try various ones, which are all backwards, like "ecnirp gorf" and "arbadacarba" (I don't think the latter was used, but definitely the former.) I must have read it in the early to mid eighties but not sure when it was published - probably no earlier than 1982 but I'm not sure.

The Strange Story Of The Frog Who Became A Prince came up when I did a search for just "ecnirp". It sounds promising.
