SOLVED. YA book about a boy who pretends to be a kidnapped boy in a picture he found in a basement [s]

Hi again :) So I read this book when I was about 12 or 13 (which would've been 2003 or so, but I feel like the book was a little older than that) about this boy whose father kidnapped other boys. The man would keep the pictures and the news stories about the boys he kidnapped and when he was doing whatever he was doing to his kidnap victims, he would send his son into the basement. Down there the boy read about this one particular boy and he memorized everything about him. His father eventually gets caught but the boy is afraid he'll get in trouble for not saying anything (or something like that) so he tells the police he is the boy in the photo he's been studying and returns home to his new "family" and the secret that he isn't really this boy eats him up. In the end he finds out it actually was him all along.
