New dates for choosing BotM

The poll has not yet closed, but I think the results are quite clear - most people would rather know the BotM a week or so before the beginning of each month.

Here is what I propose:
- suggestions from 11th - 18th of the month
- voting from 18th - 25th of the month

How does that sound?
