ABANDONED. A How to Super Sleuth Book

This is an instructional book on how to become a super sleuth. Dated between 1988 - 1990. The cover was red and had an all-black character with Sherlock type hat and coat and a magnifying glass (if memory serves me correctly it was a bust of the character and not the whole body). This is not "The Nancy Drew Sleuth Book: Clues to Good Sleuthing" (I think). I specifically remember it teaching how to make fingerprint powder and stuff. Thanks

Was this a book for children? And, where the instructions practical or was the book more on the humorous side (parody of mysteries)?

This book is probably too new (2000) - Tips & Tricks for Junior Detectives by Thomas Brezina.
