Group of Teens with Magical Powers [Possibly Legend Retelling] Set in Modern American City [s]

I read this book, I believe 3-4 years ago- (2009-2010)
It was in a series of dark re-tellings of legends and fairy tales.
There was a group of teenagers, none of whom were related to each other, except for a pair of twins, who all lived together in a big mansion- I think in New York.
One of those twins had the power to stop time, and she used this to be by herself and read/learn languages. This aged her, and the lady who hosted these teens in the mansion blackmailed her by giving her a potion that helped her stay young.
