SOLVED. dystopian novel where the little brother becomes a dog [s]

It's dystopian fiction, but I can't remember what the big bad is. The main character (a girl) starts out talking about how useful her world of warcraft days were because she knows weapons better than most people.

They're on a raft floating down the river in the beginning. It's the father, the mother, the girl, her older brother and her younger brother. There may have also been a sister but I'm not positive.

In the book at one point the baby brother dies and one of the dogs eats him. Later, while on a submarine the sister comes across the dog once more and the baby brother is kind of part of the dog now. She can talk to him.

There's estrangement between she and her brother. He's working with some sort of resistance or drug ring? Lots of underground activity. She has the dad with her for some time. Eventually they all meet back up.

I think the mom dies early.
