Page numbering query

Hi all, I just finished reading Caine's Reckoning and noticed an annomaly in the page numbering of this, if not all the other, edition of the book. The story starts on page 10, which leads me to believe that every page prior to the story is included in the numbering, including the title page, publishing page and other pages inappropriate for numbering according to the GR rules. As a librarian I can easily change it so that the numbering starts on the first page of the story, effectively bringing the number of pages down by 10, but I wasn't sure if that would be the right thing to do. Just looking for some advice on this particular situation and if I come across it in the future. Thanks for your time and help.

WorldCat has 473 as the page number, I would go with that.

Don't do this, as it would require ever reader of the book to do arithmetic to determine what page they are up to.

What is the last page that qualifies under our policies numbered as?

The last page of the story, which is immediately followed by advertising, is numbered as 480.

Then 480 it stays.

But not all of those 480 pages have writing on them, and some that do only have details like the title.

No user should have to do arithmetic to figure out what page they are on.
