Book was probably published between 1997 and 2002.
Book opens to a man driving a carriage toward a church or some big building. People had to pry the whip he was lashing out of his hands, which had spooked the horses into running full speed. They discover that the man was already dead, stiff and cold. A clock like contraption was in place of his heart which had caused his arm to move in an automatic typeof way. I think they also discovered a baby, alive.
I tried looking for the book and came across
The boy with the cuckoo clock heart but that wasnt the right one.

I second Clockwork, I remember something similar happening in the book. It was also published for the first time in the UK in 1996, so the dates fit.
