Could he be part of the rebels?

I think it is America's dad because he wants a different government and America told him about the journals.
It's most likely a MC that we were already introduced to. That person is knowledgeable and STILL has some connection to America or the castle. List of suspects:
Aspen, Maxon, King, Queen, Gavril (the TV host), Marlee, Celste, Kriss, the maids, Elise and/or Americas dad.
Process of elimination:
At first, I thought it was Aspen but he seems too much like a patriot.
It's not Maxon. Remember, he had know clue what the book he let America read was on.
It's not the King, Marlee, Celeste, Kriss, Elise or the maids because none of their actions put them as a rebel.
That leaves The Queen, Gavril , and America's Father. The queen is not exactly in a happy healthy marriage, the TV host wears that strange pin (like in the Hunger games), and her dad seems to have an interest in the history of country.
Honestly, I wouldn't be surprised if it was all three.
Wow I never even thought about her dad. But her dad also didn't know what was in the journal, just that it was a journal.
True, but the rebels are looking for something. I can't remember if it was a book exactly, but they are definitely looking for something.
I hope America doesn't end up joining it bc of Aspen or her Dad. I'm probably being overly optimistic, but I hope she and Maxon are able to save the country and fix it back to more of a democracy. Be like Italy.

Remember in the Elite, it mentions a girl carrying a bunch of books who spotted America hiding in the trees and then America later came to a conclusion that the rebels are looking for the journals.
I hate to say it, but I feel like it's America's dad. He just seemed a little too interested when she was telling him about the journals. Could that be why the rebel girl didn't hurt America when she found her in the woods? Because her dad's working with them? It's possible.

Her name is Elise...
Sure. Jeez, I hate when you forget stuff like that! It drives me crazy when I can't remember obvious stuff like that.
i've thought for a LONG time that it was america's dad just based on his reaction when she told him about the journals and he said not to tell anyone. i also have this feeling about kriss - i don't know - i feel like her romantic side comes at a price - and that's going to mean something. i've continued to have a feeling that the Queen had a bigger role in things but i'm not quite sure what that is. i feel like she's the commoner that rose to royalty, but there's a price for that and i'm sure she wants payback....so we'll see what that means. part of me wonders if there was something there between the queen and america's father - not a romance, but a compatriot type relationship . (so left field i know - but i'm on edge waiting for the conclusion)
I think it's Gavril. Every time America sees him she points out his weird pin. I think it's like a rebel symbol or something.

America's dad did seem a bit on edge at the palace. Although I doubt that he has a relation with the Queen, it is possible. I also think that maybe Kriss does have something to do with the rebels... is this why she is so kind? To earn the position of the Queen easily? Then take over Illea? What if she is the head of the rebels?
Gavril could be a possibility... but I am not sure why he would be because he is not THAT important in the book. I feel like if Kiera would make someone a rebel, Southern or Northern, it would probably be someone influential instead of someone smaller like Gavril.
I only think Kriss is nice because she wants the prince. I mean she could be nice in general but she makes me think of a sneak. Two faced even. Gavril could be part of the resistance because it doesn't have to be someone important giving away info. It could be a maid for all we know.

I agree with your reasoning there, though.

I don't really have a reason to dislike her other than she is competition and she seems too nice.

So I have come to the conclusion that there is definitely someone on the inside working for the rebels (or whatever they are called). There is no way anyone would have know about the journals because they weren't on air. Is it possible that Aspen has joined them? The way he talks almost sounds like he could be apart of them. Then again, he did say he loved his country. I don't like him but I don't know if he could be bad. So who could it be?
