Now, we all know John Green loves metaphors, so the title is likely a metaphor too, but it can't be that hard to get, so I will guess that the Racket is the opinions and voices of people who go with the flow and do what is popular, or the Racket is the voice the characters give to some kind of cause, so I come piece together some kind of plot based on that.
The main character (MMC) will probably be a boy, so will be referred to as "he" and his love interest (FMC) as "she" (we all know there will be a love interest)
I will guess that either the MMC will be a
a) go with the flow kind of guy or
b) will be part of some unpopular minority.
The FMC will most certainly be against the flow - maybe she's a racial minority, a lesbian, a certain religion, speaks loudly against a certain opinion she finds wrong, etc. She will probably be persecuted because of something, by the people who do what is popular (aka, the Racket) They will meet somehow, and the MMC will either do one of two things -
a) realize that the popular way is not necessarily the right way, and begin to form his own opinions apart from the overwhelming social pressure, or
b) become proud because he is and/or voices something different and voice his opinion louder
Now, we all know that someone is likely to die, and when has it not been the love interest (don’t actually answer this, I haven’t read Paper Town or Will Grayson Will Grayson yet)? So, FMC will die by the end, with her untimely demise being somehow related to the Racket. Three scenarios are likely
a) Someone who is prejudiced against her will murder her,
b) people who are prejudiced against her will pass her by when she needs help, leaving her to die or,
c) her death will not be related to anyone who is prejudiced against her, leaving the MMC in emotional turmoil because he has begun to regard the Racket as the ultimate enemy, and having something happen and the Racket not the cause is against his new found beliefs
Now, someone has to voice the other side of the issue. It is probable that the MMC has a friend/close relation (SC) who is part of the Racket. When the disaster occurs, the SC will still remain firm with the popular opinion, despite everything.
Now, here is where the true meaning of the Racket comes into play. Whichever of the possible scenarios happens the MMC will be devastated in the end and his worldview called into question. The Racket is his enemy, yet not all those of the Racket are bad people. Sometime in the end, he will raise his voice for his dead FMC. His cries will be heard and his publicity will grow and swell. Finally, he will reach a realization, by speaking out for his FMC and against the Racket and letting his voice become popular, he is now part of his enemy, the Racket. He will realize that the Racket is not just the opinions of blind people who let themselves be led on by others; it is the voice of everyone. However large or small, whether it’s right or wrong, everything is part of the Racket. Being the popular opinion does not make you right, nor does it make you wrong. He will realize that in a way he himself has become prejudiced against people who believe in the popular opinion. He will mend his lifestyle and become more tolerant of others, and that is what will happen in the Racket.
Emily wrote: "I think the secret to the plot is in the title, "The Racket."

Oh damn! You've really thought this out haven't you :P
Probably not going to be like that though :D

Yeah, I think I had some free time when I wrote that up.
But if it isn't like this, then I'll know what I'll be doing if I ever decide to write a meaningful young adult contemporary novel.
And if I am right... XD.
