Quite didn't understand why there's a question mark.

Ficie It's because "Do you know" (from the previous sentence) is implied. I guess the author skipped it just to avoid repetition, and because the book is written in colloquial style.
You can read it as "(Do you know) That nice feeling when you look in the mirror, and your hair’s right for the first time in your life?"
