How did Ted Carpenter knew that exactly after 2 years, the photo of Zan taking Mathew out of the stroller will be revealed?

After reading the book for second time, I started wondering, how & why was Ted so sure that exactly 2 years after disappearance of Mathew, the photo (taken by an old couple, I think) will be enlarged to reveal Zan taking Mathew out of the stroller so that Zan will be in trouble?
He was so sure? I don't remember having read that. In fact, that photo became a lump in Ted's throat by the time it surfaced that he had to change some plans. That's how I remember what I have read, at least.
He was pretty upset about the picture if I recall, and kept grilling Glory as to whether there was anything they could recognize her by in the picture
