PLZZz i need to know the name!!!! [s]

This book starts off with a women moving into her first home next door to a detective/cop, they don't get off on the best foot she hits he's garbage can and has to buy him a new one but they end up getting into a love hate relationship kinda thing. She works in an office with a bunch of dorks and a women who hates woman and thinks she a whore, this women is the 'villain' she was raised by a single mom who raised her as a boy because she though women were bad and this 'villain' had a nervous breakdown and tried to kill her.

I think I read this a while back and didn't stick with the author as it was more about him and her getting finally together, than the actual crime. I am pretty sure it's someone who writes a lot of these like possibly Tami Hoag or Mary Higgins Clark or similar

I don't even know the author, those don't ring a bell but i'm still searching i just need to know the title it's on the tip of my tongue and i just hate that feeling.
