I would say it is fantasy as it really does not make use of scientific gadgets or proposals...it is rather a fantasy book with a fantastic premise.

If anything it's a farce, i.e. "a comic dramatic work using buffoonery and horseplay and typically including crude characterization and ludicrously improbable situations."
