If there are any "decent" podcast discovery resources out there, I've yet to see them.
You have to go through a lot of crap before you find those rare gems.
My best source of finding podcasts is from the podcasts I enjoy.
If you enjoy someones work, usually they have good taste in what they listen to.
As far as resources I know of:
You have http://www.podcastalley.com/ which has a lot of podcasts listed but their top podcast lists do tend to get gamed a lot and are unreliable as far as quality goes.

When you find one, then search for reviews about it, or give an episode or two a listen (try not to start with the first episode if you're just listening to see if you'll enjoy it).

I don't hear about podcasts, I hear about people who happen to also do podcasts. I found out about Writing Excuses by visiting Brandon Sanderson's website. same for SF Squeecast, and Grammar Girl. Everything else I listen to are BBC and NPR radio shows I found on iTunes.
