SOLVED. YA: Mother and daughter move around a lot [s]

I remember reading a YA book when I was in high school, so 2001-2005, about a girl whose mother constantly moves them all around the country. She is obviously hiding something. I forget what that something is, but I think it might be that she kidnapped the girl when she was young. I believe it was a newly published book when I read it.

That sounds very similar, but no. I looked it up and definitely don't recognize the covers. Also this book wasn't dark, despite the theme. Her mother actually seemed pretty normal so I remember you just feel bad for her at the end.

Omg thanks so much for this site , post etc. I've been trying find the name of this book for so long and the minute I saw the name from Pamela & Ann I knew that was it!
