Was this written for adults, teens, or children?Do you remember when you read it, or can you guess how old it is?
Oh, didn't think if those things!Definitely for adults, there were some brief descriptions of sex.
I read it in the 2000's and had picked it up at a thrift shop, so my guess is '90s or maybe even '80s.
I'm glad you're bumping this - it does intrigue. Sometimes it takes awhile, but if you keep bumping every month or two, or when you happen to remember something, it will be solved someday!

It was about a guy who invented this game one night sitting on his balcony where he would look across to the other apartment block and see which windows had their lights on. Then people started learning about it, and soon everyone from the two apartment blocks were playing against each other.
(Spoiler). In the end I think the couple who invented it moved away, because they were so overwhelmed, then they accidentally started a new game with grass or something.
