Cally's Secret is self published by CreateSpace, The Thin Blue Line was published by Raider Publishing, which I think is also self-publishing. The Thin Blue Line is still available for sale at Amazon and other places in paperback.
Should they be combined? Probably not, as the author may have changed the book when she published it the second time, but it just seems really odd that it's the same book twice, but not combined.
