Do you remember when you read the book or have a clue to how old it is? Is it astand alone book or part of a series?
Guessing it was published in the 2000s. I read it between 3-5 years ago.
It didn't appear to be part of a series.
The Prince by Elizabeth Minogue has a heroine called Rose in it, a light-blue cover, and seems to be romance.

The book was a paperback with a light blue cover and some illustration on the front. The title I remember is "The Prince." It looked like a romance novel, but the plot involved magic and adventure more than naughty things.
A woman escapes from a cruel relative and tries to find a ship that will take her away. Her name might be Rose. She meets a prince in exile, I think, and they get married but he ignores her and goes to fight battles to try and win his land back or something like that. Meanwhile, she helps take care of people and they come to revere her. It turns out that she's an important part of a magical battle her husband has to fight.
