Story about people with wings?? SOLVED!! (Laurel Winter - Growing Wings) [s]

I read this book forever ago, so I don't know many details, but the main character possibly named Lauren or Laurel and she starts to develop wings once she hits puberty, so her mother sends her away to someplace with other winged people, except none of them can actually fly because they are all too heavy. I remember there being a really angry girl, and a boy with deformed wings.
And the cover was browninsh and there was a girl with wings covering her face (I think) on the cover.

If anyone can help me with this I will be forever in your debt because it has been driving me nuts!
