SOLVED. Modern fantasy where a business guy jerk (side character/villain) starts to transform into a dragon [s]

I read it several years ago, like 3 years at least. It's a modern fantasy where something happens and magic basically starts coming into the ordinary world. There's this guy, who turns out to be a villain, who's a big-shot business man or lawyer or something, and he's a real jerk. As whatever is happening in the world happens, he starts to turn into a dragon because that's what his true self was (because he was a cold, mean person). There's a part where his skin starts to come off and he has scales underneath and eventually he's not human at all.
I think there's something about the power going out, too, and people trying to get out of the city.
