SOLVED. Sci-fi/Fantasy - Technology stops working based on fear or unbelief, a guy with green arrows? [s]

Okay this was a paperback I read in 1991 or 1992. I remember that the main character(s) needed to hire a boat so they chose one with an outboard motor and sails as backup because internal combustion engines were not always trustworthy in this world. And there were lots of earth tremors but the churches of this world didn't feel them because of the faith of their followers.

I remember almost zero about the actual plot of this book though, I think there was a guy who had some magic arrows. Anyway if you can figure this out you're amazing!

I forgot I posted here! Yes I did find this book through some extensive googling. The book is Black Sun Rising by Celia S. Friedman. This eventually became the first book in her Coldfire trilogy. I haven’t gone back and read them yet but I remember enjoying Black Sun Rising.
