Could it be something by Paul Jennings? I remember reading them in the 90s', they're mainly collections of short stories..

Was it maybe "Captain Underpants" by Dav Pilkey? I never read the book but it has a picture of a boy with a cape on the cover and it seems like it could be what you are talking about. It was part of a series though so I'm not sure it is the one you are thinking of.
