SOLVED. post apocalyptic; disease quarantined on coast; trying to get a uninfected child to safety [s]

I read this less then 5 years ago and I have a feeling it was fairly recent when I read it. I think the title has something to do with the west coast or the east coast, but I tried looking for those titles an couldn't find it.
So there was a disease and they quarantined the entire coast. They check everyone at the border and if you're not infected, you're free to leave. So some people travel there to help them or do research. But there's been less visitors lately. One person does visit and he meets someone who's just given birth. I think the disease is transmitted by water or something, because fresh water is a really big deal and babies aren't infected when they're born. I don't remember much of what happened, but they travel together and she gets him to promise that he'll help her baby get out.

I haven't read it so I don't know how well it matches up, but California is a dystopia with a pregnancy and presumably baby.
