i can't remember if it was a series or just a stand alone book but the only thing i can really remember is it was about a camp and on the cover they were all sitting on the steps in front of a cabin and i think there was a color war.

and i wanna say i read it in the early 90s.

Are you maybe thinking of the Camp Sunnyside Friends series? They were published between 1989 and 1992, and the first has a cover similar to what you describe. The third in the series is about a color war.
