Someone with more knowledge on the area will likely come by soon to answer the question conclusively. But, from what I gathered from a little internet sleuthing it looks like the book was available for eBook download at a few different sites and has since been removed from the sites. If that's the case, then the review isn't wrong.

In any case, people are allowed to use review space however they like, whether the book is out yet or not.
The simplest answer is that even if the book was not even potentially available to be read, readers can still review it and rate it how they like. This conversation came up with The Casual Vacancy before it was released because the book page was full of 5 star, "OMG THIS WILL BE SO GREAT!" reviews. At that time TPTB stated very clearly, readers can rate and review how they like even if it's before a book is released.

someone mentioned in comment 2 that is looked like the book had been available on some sites and since removedETA - if you search the book title and authors name - you come up with a now defunct Amazon search
This is not an issue Librarians have any control over. There are many threads on the subject in the Feedback Group.
