This isn't the case with the US site.

I liked 13 Horror Stories, liked-15, your author page liked-3 and tagged-15 of the 24 tags, and it will only let you tag 15 tags.

Rats, tried tagging the 6 tags they highlight but do not change numbers. I guess they are the same as the Likes the book has to have been bought first.
