I haven't read the book so I only remember a bit from the synopsis. the book is about a guy (teenager) getting a letter in the mail letting him know that he will die soon. that is how it is done in his world, everyone gets a notice like that before dying. any idea what book it is?

Ikigami: The Ultimate Limit, Volume 1 does this in manga form. Kids from the ages 18-24 are implanted with a capsule inside. The government kills people randomly, in order to make life meaningful, and they all get a notice before hand.
