Without that commonality, an organization can become easily confused and lose its sense of purpose. Accordingly, the responsibility for transmitting common values rests squarely with the supervisor. He is, after all, accountable for the output of the people who report to him; then, too, without a shared set of values a supervisor cannot effectively delegate.”
