To answer your questions, the characters almost come to life on their own. I create their appearance and decide their general personality type--like fiercely loyal (Morningleaf), thoughtful (Star), suspicious (Echofrost) etc. Then I set them loose in the world I created, give them lots of problems to solve, and then I watch them learn and grow and react to one another. It's fun for me because I'm not too controlling about my characters. I let them tell me who they are! And sometimes they do or say things that I don't expect, but I often just go with it and see where it leads.
The entire story of Brackentail after book one was written by him. I had no plans to keep him in the book, but he kept showing up! Then in book three, he poured out his heart and regrets to Morningleaf--and that was a healing moment for him. He needed to get that out, it was festering inside him. He grew from there into a hero!
