No, but Simone had been taking care of Jake since he was a baby and she was 15. It doesn't go into the history of that really just that his mom died...I'm almost wondering if it was a nanny/babysitter situation.

I honestly don't think they are. It's implied that they could be, sort of, from how similar Jake's mom and Simone look--but that could just be a sign that Jake is attracted to Simone in an absurd way because of her likeness to his mom, who he lost, etc. etc. But I think the dynamic is weird enough that just the implication is uncomfortable and revealing enough, the author didn't need to actually make the two of them related.

Yes, she is related. At one point Jake shows Tess a picture of his mom and she is surprised and says that she looks like Simone. I don't believe it ever clarifies how they are related, whether Simone is his mother's much younger sister or maybe Jake's cousin, but Jake's mom being a Simone look-a-like is what triggers Jake to tell Tess the story of how Simone started taking care of him in the first place.
