A Goodreads user asked Susan Mallery:

I just finished "Until We Touch." I have loved all the books and wonder when your characters become well-developed in your mind. Do you have the full character when they are first introduced, (which tends to be a book before their story), or does it come about more as you write about them in "their "book?

Susan Mallery Hi, Kathy. When I know a character is going to be the hero or heroine of a future book, I do a lot of character work before writing any scene in which they appear. I know a lot about them already and about what their story is going to be, because I don't want to set up something that will turn out to be contradictory. I'm so glad you loved UNTIL WE TOUCH. Thank you!
