I was confused about why she sent Jane to get the tattoo so she wouldn't know about her dark roots. If she was really Julie, why would the roots be dark?

No, it was Julie in the foster homes! Charlotte was killed in the bunker. Julie just took Charlotte's name so she wouldn't have to use her own.

I was wondering about that also. What she went through was so horrible as it is, why make something up? My only guess is that she was so ashamed that she didn't come right home after she escaped from John David.
