If the processors made all the trainees fluent in every language, why did Yuri speak the way he did? Why was he always so obviously a non-English-speaker? It caused some great moments - the conversation about his handling Wyatt's 'horse face' worries was priceless. But I never understood this one thing.

Hi! The neural processor retains the speech patterns of the trainee at the time of installation. This was a necessary story element just so all the characters didn't sound totally alike with perfect grammar all the time!
