There is no motivation for the relationship. The book sucked and makes no sense on any level.

I think he wanted to find out exactly what M knew about the case that he wasn't telling. Perhaps in some twisted way to get his approval or to feel like he pulled the wool over M's eyes, so to speak. But it really didn't end up that way at all. M had the last laugh...
