I might be totally wrong, but I assumed it was a Shakespearean reference to Caliban from The Tempest. Either the protomolocule or the Outer Planets could be seen as a sort of Caliban. If so, both have just reason to wage war on those who tried to control them.

I thought it referred to "the Caliban Project" mentioned early in the book.
