Well, there are a few interesting differences, not the least of which is what HaveSomeShawarma mentioned before me.
"Beasts" encompasses a wider scale than "monsters," which is pretty much a subcategory. For example, a bowtruckle is a beast, but I doubt anyone would consider it a "monster."
Perhaps more important is the point of each book: Newt Scamander's Fantastic Beasts focuses more on the basic nature and appearance of the beasts within the book, whereas Edwardus Lima's Monster Book is more to teach the proper care of monsters.(less)
