Mary “tir e elintes” is the term in Latin for "the tree people", we can assume that “tua tir e elintes” means “you are a tir e’elintes”. Basically, Cabeswater is calling Bule a person of the trees, sort of meaning she belongs there? Cabeswater uses a weird dialect for it's Latin so it's hard to tell.
