Because the author of this book is the daughter of the original author of Mrs Frisby and the Rats of NIMH. I get your question and honestly making a sequel of a book is not even wrong is just that Jane Conley wanted to make a sequel to reveal questions to the original story, so it's not a big deal for you to freak out. Now, the original book still has some mysteries like who is the dead rat, where is thorn valley or what happens to the "mechanical" rats from the shop. To answer you it was the authors idea to make the sequel for their fathers original story.
