Arielle Astrid Dane wanted to eventually use the stone to open a huge pathway through all of the Londons so that everyone of importance would have access to them, besides only the Antari, who can move between them. Athos Dane found the stone when he was looking for a source of magical power, and when Kell was visiting White London for the first time in the book, a mysterious woman gave Kell the stone. Later in the book, Astrid remarks something along the lines of "not much goes unknown in White London." They knew Kell had the stone, so Astrid really just had to take over Rys' body. I think they initially planned for Kell's life force to get overwhelmed by the greed of wanting sheer dark power in the stone. It shows how great an Antari Kell is, not to get overwhelmed by the stone.
Paula They actually said why in the book. To keep paths open forever and for all.
