Max Lucado says in Chapter 10 that "every book in the Bible" contains the words "fear not." I don't believe this is true. I don't think they are in Esther or Malachi and probably a lot of the other books as well. Can anybody tell me where those words appear in every book?

Check the link above. This is with the very specific combination "Do not be afraid", but it is imaginable that the same command is phrased differently in different parts of the Bible. Phrasing also differs per translation.
You're right, it's not in every book, but in many nonetheless!
In any case the main point stands: God would love for us not to be afraid.
