Because he was lower class than she was and didn’t have proper manners. She thought she was above him, then he kissed her in an abrupt and ungentlemanly way. Also, I think she resented being used as a lure in her father’s politics. Also, because Hammett is not great at making women who have subtle or nuanced thoughts & emotions.
