I think people of all ages can read Emma! My first Jane Austen was Pride and Prejudice, which I read at 13 and loved. I read Emma first when I was 14 and loved it too. If you don't mind a plot that's long-winded and takes its time, and you also don't mind interpreting older English, you should be fine.

A 13-year-old should be able to read this. Don't they still read Dickens, Shakespeare, etc., in 7th/8th grade? If you're concerned about comprehension of language, use an annotated version.

Because it is a classic book and quite old, the language and writing style may be too difficult for a 13 year old to grasp. The content is age appropriate though, it just depends on reading comprehension and understanding the world and writing of the time period.
