Depends on the reader? If it were a movie, I'd go PG-13 for adult themes/violence. Of course, I wrote it, so I'm probably not the best judge.

If you are ok with Hunger Games you should probably be ok with this but it really all depends on the reader.

Ages 14-16, or older. There is a lot of subtle violence and sexual content, though nothing is explained in depth. A lot about queens being murdered, and court politics that it would take an older reader with some experience to digest.
