I'd say that depends on said 13-year-old's level of maturity and what they're comfortable with. I, personally, read it at 14 and didn't have any issues with it and the book doesn't normally get all too explicit but there is a constant mention of sexual acts, thoughts and the likes that can easily cause discomfort in adult as well due to the pedophilic nature so that's something one should be aware of beforehand.
