In short, it refers to retirement, or rather, a spy who's burnt out and ready to get out of the game before he botches a mission and gets himself (or someone else) killed. Similar to a shell-shocked soldier who can't take the stress of battle anymore. Leamas is basically one thread away from snapping, but he agrees to do one last mission anyway despite his better judgment.
